This paper discusses the relationship between "vertical", disease-specific health responses and "horizontal" health systems strengthening efforts, with a particular focus on the HIV response. The paper is based on a review of current evidence on:
1) interactions between the HIV response and health systems strengthening,
2) financing mechanisms for HIV and health, and
3) bringing together vertical and horizontal approaches - integration
The paper proposes recommendations on improving progress towards delivering on universal access commitments and realising the health-related Millennium Development Goals (MDGs).
